Tasmanian Skilled Migration State Nomination Program: Updates for 2024-25

The 2024-25 Skilled Migration State Nomination Program in Tasmania will commence on August 1, 2024, at noon, marking a significant update to the state’s migration policies. This update includes new eligibility requirements, changes to priority attributes, and adjustments to service fees.

Here’s an in-depth look at what’s new for this program year:


Changes to Priority Attributes


  • Reduction of Green Attributes: Previously high-priority green attributes are now less significant.

  • Introduction of Orange-Plus Category: Candidates with at least one orange-plus attribute are prioritized and likely to receive an invitation within six months. More orange-plus attributes result in faster invitations. Employment must be skilled (ANZSCO Skill Levels 1-3) to qualify.

This new system ensures that candidates with green attributes will receive an invitation within eight weeks of submitting their Registration of Interest (ROI).


Subclass 190 and 491 Visa Lists


All occupations listed on the Australian Government’s subclass 190 and 491 visa lists remain eligible for nomination through at least one available program pathway. This ensures that candidates in these occupations can still pursue nomination opportunities regardless of any recent changes.


TOSOL Expansion


The Tasmanian Onshore Skilled Occupation List has been updated with 18 new occupation groups, adding 78 individual occupations. This expansion is designed to address current recruitment challenges and attract skilled migrants for permanent residency under the subclass 190 Tasmanian Skilled Employment pathway. Key additions include:


  • 1311 - Advertising, Public Relations, and Sales Managers

  • 1322 - Finance Managers

  • 1342 - Health and Welfare Services Managers

  • 1351 - ICT Managers

  • 2223 - Financial Investment Advisers and Managers

  • 2321 - Architects and Landscape Architects

  • 2325 - Interior Designers

  • 2343 - Environmental Scientists

  • 3112 - Medical Technicians

  • 3611 - Animal Attendants and Trainers

  • 4111 - Ambulance Officers and Paramedics

  • 5996 - Insurance Investigators, Loss Adjusters, and Risk Surveyors

 

Candidates with a relevant skills assessment and direct employment in any of these newly listed occupations may qualify for subclass 190 nomination after six months of work.


Critical Roles List


The critical roles list, which prioritizes invitations for nomination based on employment in highly skilled positions, has undergone significant updates. Thirty-seven (37) new occupations have been added to this list, while Thirty (30) have been removed. However, the removal of these occupations has a minimal impact since all candidates working within their skills assessment areas continue to be considered high priority for nomination. Furthermore, the occupations that were removed from the critical roles list are still deemed a high priority and are included in the updated Tasmanian Onshore Skilled Occupation List.

Updates to Income Thresholds and Service Fees


The program now reflects updated income thresholds based on the latest Australian average and median earnings and changes to the Temporary Skilled Migration Income Threshold. Additionally, the service fee for applying for nomination has increased to $360 plus $36 GST. Submission of Registration of interest is free of charge.


Enhanced Policy Guidance


Significant changes have been made to the Additional Information, Exclusions, and Definitions section on the Migration Tasmania website:

  • Income Thresholds: Updated to align with the latest economic data and the new Temporary Skilled Migration Income Threshold.

  • Excluded Business Operations: Clarifications regarding parcel delivery contracting services (e.g., Australia Post, Aramex) are now accepted as employment if the applicant has a related skills assessment or at least two years prior experience.

  • Indicators of Skilled Employment: Additional guidance on what constitutes skilled employment, including roles that match ANZSCO Skill Levels 1, 2, or 3, and pay rates above the Temporary Skilled Migration Income Threshold.

  • Qualification Requirements: Specific details on qualifications or experience needed for ANZSCO Skill Levels 4 and 5 roles. For instance, if using employment in a role equivalent to ANZSCO Skill Level 4 or 5 to meet requirements, relevant qualifications or at least 12 months of experience are required.

  • Employment Related to Study: Guidance on demonstrating how employment is directly related to Tasmanian study, such as providing a job description or advertisement that aligns with the qualifications obtained.

  • Job Interviews Related to Study: Clarification that job interviews can only be claimed if the applicant is not currently in skilled employment.

  • Genuine Employment Indicators: New indicators of concern regarding employment claims that may lead to deeper checks by migration officers.


Transition from the Previous Program Year


Applications lodged or invited before 12pm on August 1, 2024, will continue to be processed under the previous program’s requirements. Registrations of Interest submitted before July 1, 2024, will remain valid for the 2024-25 program year up until their six-month expiry date or until an invitation to apply is issued. Candidates who believe the new requirements could benefit them may choose to withdraw their existing ROI and submit a new one.
